Course abstract

The aim of the study course is to acquaint students with acquainted International and Latvian labour protection and emergences conventions, rules and regulations; Labour safety training order; labour environment supervision and inspection; electrosafety, fire safety; emergency situations in Latvia (risk awareness, preventive measures, preparation, response, elemination of consequences); people duties, rights, beheviour and protection in emergency situations.

Learning outcomes and their assessment

After the course studies the student will have: - knowledge and critical understanding of the place and role of labor protection and civil protection in the activities of institutions, companies and local governments (test on the acquired substance - 10 questions); - skills to create a work and civil protection system in a company or institution, to instruct employees in the workplace, to train employees in safe working methods (16 practical works, topics see the calendar of courses); - competence - in cooperation with a labor protection specialist to perform internal supervision of the work environment, to organize events in emergency situations within the scope of its competence (seminar - Labor protection system, regulatory documents. - 2h).

Full time intramural studies:
1. Labour defence system, regulatory documents. (Seminars – 2 h)
2. Development of the labour protection system. (Lecture – 1h; Practical work – 1h)
3. Hygiene and sanitation, factors in the working environment. (Lecture – 1h; Practical work – 1h)
4. Work environment risk assessment devices, their application in risk assessment (Lecture – 1h; Practical work – 1h)
5. Work environment assessment methods, their application (Lecture – 1h; Practical work – 1h)
6. Ergonomic, psychological, biological work environment risk factors, their evaluation (Lecture – 1h; Practical work – 1h)
7. Fire safety, regulatory enactments regulating it. (Lecture – 1h; Practical work – 1h)
8. Electrical safety. (Lecture – 2h)
9. Structure, legal framework, organisation and management of the civil protection system. (Lecture – 1h; Seminars – 1h)
10. Civil Protection Commissions of Local Governments. Risk assessment. (Lecture – 1h; Practical work – 1h)
11. Tasks, rights and obligations of State, local government, legal and natural persons in the field of civil protection. (Lecture – 1h; Practical work – 1h)
12. Special legal regimes (emergency and exceptional situations). Planning civil protection measures. (Lecture – 1h; Practical work – 1h)
13. Objects of increased danger, duties and rights of its owner or lawful possessor. (Lecture – 1h; Practical work – 1h)
14. Dangerous substances, their classification and their storage and transport requirements. (Lecture – 1h; Practical work – 1h)
15. Toxic chemicals and their storage, use, explosion hazard, radiation. (Lecture – 1h; Practical work – 1h)
16. First aid skills in life-critical situations, call for help. Personal protective equipment in the event of a disaster (Lecture – 1h; Practical work – 1h). Test.

Part time extramural studies:

All topics specified for full time studies are accomplished, but the number of contact hours is one half of the number specified in the calendar

Requirements for awarding credit points

The cumulative assessment is received by students who have completed 16 practical works, participated in 2 seminar classes and obtained an assessment of not less than 5.0 points, which makes up 50% of the final assessment. In the form of a test, an assessment is also obtained, which confirms the knowledge and understanding of regulatory enactments, makes up 50% of the final assessment. Final assessment - the arithmetic mean of the assessment of theoretical knowledge and practical skills. Form of acquisition assessment - for all full-time and part-time first level higher education undergraduate study programs - test with a mark; for all full-time and part-time second level higher education undergraduate study programs - a test with a mark or an examination.

Description of the organization and tasks of students’ independent work

Independent preparation for knowledge control by studying special literature, regulations of the Cabinet of Ministers and using the study resources available in the e-learning environment within the study course.

Criteria for Evaluating Learning Outcomes

The arithmetic mean of the assessment of theoretical knowledge (test passed not less than 5.0 points) and practical skills (16 practical works passed).
