Course abstract

Students, learning the basic principles of land ownership system, its goals and tasks, improve themselves with knowledge of various legal aspects of land ownership issues. Improve their form of expression and writing style, drawing conclusions on topical issues.

Learning outcomes and their assessment

• Knows the division of regulatory enactments, the procedure of their development - practical work;
• Knows and understands the definition of real estate, unity, the role of notaries, the role of the Orphans' Court, the land register, easements, pledges, restrictions, lease rights and their conclusion - practical work;
• Is able to independently use the portal likumi.lv to find the necessary regulation of the regulatory enactment for the specific situation - practical works;

• Able, in cooperation with the course leader, to analyze the obtained results and find solutions - practical work.

Course Content(Calendar)

Full-time studies:
1. Procedure for development, advertising, adoption and publication of regulatory enactments, entry into force and validity (2h)
2. The concept and essence of law (2h)
3 Acquisition of land and termination of property. Rights and obligations of the owner (2h)
4. Unity of land and buildings as components of real estate (2h)
5. Land registers (Land Books) (2h)
6. Registration of real estate and lease rights in the Land Register (2h)
7. The role of notary and an Orphan's court in preparation of documents related to real estate rights (2h)
8. Simplified procedures between the State Land Service and the Land Register (2h).
9. The concept of easement and its purpose, the procedure for establishing and terminating an easement (2h).
10. Pledge rights (2h).
11. Restrictions on the right to alienate property (2h)
12. Restrictions on land use rights (4h).
13. Joint ownership (2h).
14. Lease rights and its conclusion (4h)

Part-time studies:

All topics specified for full-time studies are implemented, but the number of contact hours is 1/2 of the specified number of hours

Requirements for awarding credit points

A student receives a credit if they have attended 80% of lectures, completed the independent work assigned by the course leader, and successfully completed the test papers. If the lecture coverage is less than 80%, in order to receive a credit, the student must write an additional test paper on the issues covered in the study course.

Description of the organization and tasks of students’ independent work

Lectures, practical classes, seminars, final tests, etc. Practical work must be carried out independently. The portal www.likumi.lv , websites of the Cabinet of Ministers and Saeima websites should be used. The works must be submitted in writing or electronically.

Criteria for Evaluating Learning Outcomes

Lecture attendance, practical work and test completion, written test.
