Course abstract

The aim for studying this subject - to provide detailed insight in public administration theories and and its' implementation practice. The "old" and "new" institutionalism theories are envisaged in relationship with bureaucratic and postbureaucratic public management models. The examples of administrative inovative practice both in Latvia and abroad are analysed. By analysis of recent publications students would comprehend the latest trends in public administration. Reviewed topics are supplemented by analysis of appropriate normative and policy documents.

Learning outcomes and their assessment

The study course:
• provides knowledge on public administration theories, related conceptual models and functioning of public administration as a system, on inovations and reforms in public administrations of different countries, as well as on best practice of public organizations' management;
• develops skills to use theorethical knowledge for management improvement in public organizations, to elaborate and analyze public policy documents, to carry out conceptual analysis of current public policy problems for its' better understanding;
• during the study course students develop competency of effective public organizations' management, based on analysis and rooted in understanding of theoretical ideas and best practice of public administration.
