Course abstract

Local municipality is an important part of democracy, therefore it is essential to explore the essence and major principles of local municipality work. The course gives an insight into various LM types, rise and development of local governments in Latvia, local government institutions, their competences, status and work of councillors and local government officers and decision making.

Learning outcomes and their assessment

After completing the course student will have:
• knowledge of: public Component, including the work of Latvian government and the EU, knowledge of local regulatory document preparation and elaboration policy in Latvia;
• skills - Understand the processes of society and make decisions according to changes in the situation, propose solutions, assess their impact on local municipalities, understand the processes and be able to assess the impact of a good knowledge of local administration of existing decision-making framework, responsibilities and reporting requirements; Apply acquired theoretical and practical knowledge in their work units and the effective administration;
• competence - the types of local policies, develop appropriate policy regulations and drafts to coordinate government policy, take part in a new government concept, strategy and development program and guideline preparation.
