Course abstract

The aim of the course – to comprehend municipal rights, faciliting the inaccuracies of regulating legislation of municipalities. To master the skills of preparing resolutions and to inquire the basic principles of international right documents about municipalities and cross-border cooperation programs. During the course the main laws and regulations, which regulate the work of local governments in Latvia

Learning outcomes and their assessment

• Knowledge – master students obtain knowledge on main legal acts regulating performance of local governments, profound knowledge on competences of local governments and principles of distribution of functions among a local government, the national government, and the private sector;
• Skills – master students are able to analyse legal acts of local governments and documents of territorial development and planning and make proposals for their improvement. They can independently assess a budget and the economic basis of a local government and their legal framework and identify the legal acts which are necessary, which ones hinder the performance of a local government, and which ones have to be amended;
• Competence – master students gain knowledge and practical skills to create new approaches for improving the legal framework of local governments, are aware of the most efficient way of reducing the role of bureaucracy in the performance of a local government, and obtain profound knowledge.
