Course abstract

The students obtain theoretical knowledge about information technologies explosion in states and self-governments and about the Latvian legislation on data protection. Students acquire theoretical knowledge about the electronic signature and electronic documents in the public administration and electronic signature use in Latvia, taking into account relevant legislation and the use of specific as well as the certification service provider (USPS) service structure.

Learning outcomes and their assessment

Students will acquire knowledge about IT in public administration, electronic documents, e-commerce and e-business types and models, as well as e-government and various national models, as well as their development. At the end of the study course the students are able to independently use the theory, methods and solving skills to carry out research on the use of IT in public administration. Students competence is to formulate independent and critical analysis of professional issues, to found decisions, and if necessary, make additional analysis of information technology in public administration.
