Course abstract

Regional development, its criteria, possibilities of management and methods. Historical review. Processes of regional development in Latvia. Planning of development processes. Territorial planning and its legal basis in Latvia and abroad. Principal components for working out development plans of county and Latvia, methods. Basic principles of region planning. In study course are included topics about climate changes in rural areas.

Learning outcomes and their assessment

After completion of study course students will have:
• knowledge about development of regional plans and corresponding documentation,
• skills to solve problematic situations and processes in municipality defending their own opinion on public debate.
• competence to work independently as territorial planners in local municipalities.

Course Content(Calendar)

1 Term - region. Correlations of formation of regions.
2 Aims and criteria for distribution of regions. Diversity and types of region, essence of term – regional approach.
3 Regional structure of Latvia. Historical overview.
4 Different regional formations. Different regional division schemes.
5 Regional development, its criteria, management options and techniques. Role of spatial planning in mitigating climate change.
6 Regional Policy. Regional development plans, history of development planning.
7 Basic principles of regional planning. Planning of ideas and actions. The design of spatial development plan and functional zoning, which is environmental impact reduction oriented
8 Strategic and directive planning. The "bottom-up" planning, resource identification and updating of ideas.
9 Territorial planning. Aim of territorial planning and use fields, different types of plans. Blue-green networking development to reduce CO2 emissions.
10 Legislative and regulatory base. Latvian spatial planning policy, its hierarchy. Environmental impact assessment in the context of land-use planning.
11 Parishes development planning, its basic principles.
12 Parishes development program formation, vision and aim formulation. SWOT analysis. Ecological footprint.
13 Sociological surveys. Object of risk analysis. Cooperation with neighbours - the cross-border planning.
14 Parishes master planning (territorial plans), their development methodology, and content.
15 Work with cartographic material. Different land-uses.
16 Constructive role of landscape plan, areas of application.
