Course abstract

The aim of the study course is to provide a theoretical and practical understanding of the activities of geoinformation support specialists and structures in crisis management periods, their place and role in the development of various crisis spatial planning and development forecasts / scenarios as in the preparation and support of their management and management processes. Students are introduced to the competencies and responsibilities of geoinformation support specialists and organizations in crisis management, the range of spatial products to be developed and the provision of security functions, their involvement in crisis forecasting processes and procedures, preparing crisis management organizations and structures for effective performance. In practical work, students acquire skills in planning, organization and execution of various geoinformation product developments. Knows the structure, location, activities and basics of the organization of specialists in the crisis management period. Developing practical skills in planning and execution of crisis geoinformation provision.

Learning outcomes and their assessment

1. Manages the activities of geoinformation specialists and structures in crisis management periods, supporting spatial planning of crisis forecasting, forecasting of consequences and determination of their effects, as well as spatial planning support organization in crisis development forecasting and management planning, focusing on theory and practice - tests
2. Can orientate in the involvement of geoinformation specialists and structures in crisis management spatial planning organization and implementation activities, is able to correctly identify the need for their involvement in providing geoinformation support and specific crisis management organization support in crisis management planning and development forecasts - tests and practical works
3. Is able to rationally evaluate the threats and development of the crisis to define the justifications for the involvement of the necessary geoinformation specialists and structures, its tasks, products, deadlines for their development. To determine the justifications for the involvement of spatial support specialists and structures, the need, possibilities and scope of measures and products in accordance with the crisis development forecasts - practical works

1. Basics of crisis management work organization and the place and role of spatial planning specialists and structures in them; (1h)
2. Scales of crisis management and overcoming, their connection with the scales, volumes and size of resources of specialists involved in supporting geoinformation; (1h)
3. Development of load dynamics of crisis management forecasts and management planning geoinformation support processes and changes in the crisis management period; (1h)
4. Specializations of the professional division of geoinformation specialists (and their structures) to be involved in crisis management, their tasks in accordance with the specialization; (1h)
5. Types of crisis management geoinformation support structures and their tasks; (1h)
6. Military crisis planning and management, basics of geoinformation support structures and organization of involvement of specialists; (1h)
7. Fundamentals of the establishment and operation of military crisis management geoinformation support structure systems; (1h)
8. Basics of planning the creation of geoinformation specialists and structures for the organization of spatial support; (1h)
9. Calculations of the capabilities of geoinformation spatial planning support and the amount of involvement of specialists; (1h)

17. Organization of acquisition and use of crisis spatial data and products, using databases of civil institutions and their work structures - appropriate training of their personnel and structural units, need for training; (1h)
18. 3D data development and modeling structures and personnel, their preparation for work in crisis planning and management processes; (1h)
19. Remote sensing / photogrammetry crisis management specialists and structures, their tasks and activities in support of crisis management, organization of specific training and exercises; (1h)
20. Structures for updating and updating spatial information, their operation during crisis planning and management; (1h)
21. Military area and situational intelligence information acquisition and processing structures, their tasks, staffing and operating principles; (1h)
22. Planning and implementation of involvement of geoinformation support personnel and structures in the organization of crisis management geoinformation support works; (1h)

Practical works:
Students receive individual assignment tasks according to the listed tasks
1. Preparation of the base of the crisis management management card, in accordance with the situation of the received task - event; (1h)
2. Crisis management calculations of the types and amounts of geoinformation provision; (1h)
3. Structures and personnel required to support crisis management - calculations of their capabilities and comparison with the scope of tasks (2h)
4. Dynamics of crisis management and development of the time schedule for the implementation of geoinformation support, planning of the deadlines and capabilities of the involved structures; (2h)
5. Elaboration of the location, location and movement plans of the resources of the geoinformation structures available for overcoming the crisis and preparation of the spatial representation of the activity; (5h)
• Development and coordination of the spatial plan (map) of the relocation of crisis management resources and the places and times of operation with the operation of geoinformation structures;
• Movement planning of geoinformation support structures and development of movement route map sets;
• Calculations of deliveries of geoinformation products from backup storage facilities to crisis management structures, calculations of their assembly, loading and delivery (transportation) planning in space and time, development of delivery route maps;
6. 3D modeling structure product development, demonstration prototype preparation and demonstration, i. sk. execution time calculations and planning and preparation of product delivery for demonstration; (3h)
7. Operational planning and implementation of remote sensing spatial information acquisition and execution in crisis management spatial products, incl. sk. performing work volume planning and development of movement maps; (4h)
8. Development of work cards and plan templates for the heads of military services and heads of geoinformation support structures; (2h)
9. Military Operations Geoinformation Support - Operational Planning of Structures (on the map); (2h)
10. Defending practical work. (2h)

Description of the organization and tasks of students’ independent work

Independent work is developed in relation and sequence, coordinating it with the tasks and schedule of practical works.
Tasks:
- to identify the amounts and terms of the provision of geoinformation for disaster (crisis) management, to perform calculations of the use of the involved structures and personnel, the results shall be presented in a spatial document;
- Carry out planning activities for the provision of geoinformation structures for the execution of various positions and tasks in crisis management, calculations and display it in a spatial document;
- Prepare route maps for operation and relocation planning of geoinformation units, determining the required transport volumes and support;
- to plan the operation of crisis management geoinformation support units and to develop samples of spatial crisis management spatial products

Criteria for Evaluating Learning Outcomes

1. Practical works must be completed, handed over and defended;
2. Positively evaluated test results.
Test with a mark, written and oral in a 10-point system.
The test mark will be adjusted taking into account the assessments of the tests and the assessment of the defense of the practical works.
