Course abstract

The aim of the study course is to provide a theoretical and practical understanding of crisis management geoinformation products and planning, their place and role in the preparation of timely spatial and management support processes for crisis management. Students are introduced to the types of geoinformation support products, the spatial product products to be developed, their application, significance and role of crises, their development impact forecasting process and procedures, crisis management organizations are planned and supporting the effective execution of crisis tasks to manage crises themselves. In practical work acquires skills in the organization and execution of the development of various types of geoinformation products and support in accordance with the specific scale of crises, types, their development, the prediction of spatial information and the effectiveness of management. Developing practical skills in the selection of the most appropriate spatial product selection and development crisis forecasting, identification and management of spatial forecasting support as an element of planning and implementation of management measures.

Learning outcomes and their assessment

1. Manages crisis management geoinformation support products and activities in their forecasting periods according to their types and consequences forecasts, origin and impact, as well as spatial planning products in crisis management organization, support forecasting, development and management planning, focusing on theoretical and practical issues - tests
2. Is able to orientate in the basics of crisis management spatial planning geoinformation product development organization, is able to identify and select appropriate geoinformation support product, taking into account the possibilities of their use to support specific types of crisis management organization in planning, management and development forecasts - practical works
3. Is able to rationally evaluate the potential threats and development of the crisis to define the necessary support for the selection of geoinformation products, being aware of their specifics, tasks and development deadlines. According to the crisis development forecasts, to determine the need for spatial support activities and products, their possibilities and amounts (territorial coverage and product volumes), to define the quality criteria of geoinformation products, used raw materials, applicable technological and technical solutions, execution time limits, reproduction formats, volumes, users and their specific needs in accordance with the conditions for the performance of crisis management tasks - practical works

1. Selection and preparation of the basis for the crisis management management card in accordance with the situation of the received task - event; (1h)
2. Selection of a set of standardized geoinformation bases for crisis management provision - creation, systematization and adaptation for overcoming a specific crisis scenario; (2h)
3. Develop one of the following geoinformation products: (16h)
(a) Development of geo-information products and kits for standardized tasks;
- Set of route maps;
- Map with attached special information;
- Terrain crossing, crossing analysis map;
- Resource allocation and planning map;
- Crisis development map, map set;
- Distribution of chemical, radiation or other harmful substances - forecast map;
- Planning and management process monitoring map.

Description of the organization and tasks of students’ independent work

Independent work is developed in relation and sequence, coordinating it with the tasks and schedule of practical works.
Tasks:
- identify the base map (database) of the area selected for disaster (crisis) preparation, prepare it for use and use it as a base - perform search and selection of standard maps, cartographic and GIS data for crisis management purposes, perform preparation of excavated material for use;
- Develop samples of crisis geoinformation provision products;
- To determine the amount of work and time consumption for developed products, as well as the multiplication calculations and their justifications required for their issuance;
- Plans and executes the development of individual samples of military geoinformation support products for military crisis management.

Criteria for Evaluating Learning Outcomes

1. Practical works must be completed, handed over and defended;
2. Positively evaluated test results.
Test with a mark, written and oral in a 10-point system.
The test mark will be adjusted taking into account the assessments of the tests and the assessment of the defense of the practical works.
