Course abstract

The aim of the study course is to get acquainted with the regulatory enactments regulating the activities of geospatial information and remote sensing in Latvia and the EU guidelines for the industry. Acquires the basic principles of the real estate law system. Understands the rights and obligations of a real estate owner. According to the course, the basic principles of contract drafting and business correspondence are introduced. Get acquainted with the procedure for unmanned aircraft (drone) flights.

Course Content(Calendar)

Full-time studies:
1. Content of the study course. Study process and requirements ( 1h)
2.The concept and essence of law. Procedure for drafting, promulgating and entering into force legislation (1 h)
3. Hierarchy of normative acts in geoinformatics and remote sensing. EU INSPIRE Directive 2007/2 / EC on an infrastructure for spatial information. Geospatial Information Law, its content and subordinate regulations of the Cabinet of Ministers (3h)
Seminar 1 - Presentation of the summary of the assigned normative act (2 h)
4. Provisions of the geodetic reference system and the topographic map system. Protection of geodetic marks (2 h).
5. Engineering research regulations in construction (2h)
Seminar 2: Regulations regulating the performance of geodetic works, geodetic marks, liability for damage to geodetic marks (2 h)
6. Land ownership, history of their formation. Types of property. (2h)
7. Civil Law of the Republic of Latvia. Balance of private and public interests. Restrictions on property rights. Protection Zone Law. (4 h)
3. Seminar: Rights and obligations of a landowner. Compilation of protection zone width diagram (2 h)
8. Business correspondence with customers. Basics of drafting a contract (2h)
4. Seminar: Preparation of a business correspondence and contract template (2 h)
9. EU regulation on basic principles for the use of unmanned aerial vehicles (drones) (2 h)
10. Procedures for unmanned aircraft flights. Coordination of flights with the air service provider. Administrative liability for non-compliance with unmanned aircraft flight rules (2 h)
Seminar 5: Preparation of the necessary permits, approval documentation for unmanned aircraft flight (2 h)
Test (1h)

Part-time studies:
All topics specified for full-time studies are implemented, but the number of contact hours is 1/2 of the specified number of hours

Requirements for awarding credit points

Test with a mark. After the development of independent works, participation in seminars and a written test, a test is obtained with a mark.

Description of the organization and tasks of students’ independent work

Studies of the specified regulatory enactments, scientific and educational literature (monographs, scientific articles and their collections). A presentation on a specific regulatory document in the field of geoinformatics and remote sensing should be prepared. A synopsis on the history of private property renewal in Latvia must be prepared. It is necessary to get acquainted with the necessary documents governing the registration of land ownership and related encumbrances in the Land Register. Must be able to prepare an application for the use of an unmanned aerial vehicle (drone) in accordance with the procedures specified in the Civil Aviation Law.

Criteria for Evaluating Learning Outcomes

Attendance of lectures, successful practical work. Written test with a mark.
