Course abstract

Students acquire modern cadastral system in Latvia, it’s objectives and tasks. The program relates to comprehensive preparation of cadastral speciālists (land use planners), necessary both for State Land Service and local municipalities. In development of the program has been used requests to cadastral specialists, defined by Central board of State Land Service. Knowledge, acquired in learning process, can be used working in state and municipality institutions (sector cadastre, physical planning, land use planning, cadastral surveying of the land and buildings, real property taxation, real property formation, etc., as well as in private business.

Learning outcomes and their assessment

After completion of the course student:
- knows history, general issues, content of cadastre, necessity, maintenance and use of cadastral information (assessment of learning outcomes according to the results of laboratory works and independent work)
- is able to perform functions of obtaining, summarization and registration of cadastral information (assessment of learning outcomes according to the results of test work, laboratory works and independent work)
- in collaboration with supervisor of study course can perform processing and evaluation of achieved results (assessment of learning outcomes according to the results of laboratory works and independent work)

Full-time studies:
1. Introductory lecture. Place and role of cadastre in real property management (2 hours)
Laboratory work: to make acquaintance with portal www.kadastrs.lv and mobile application. Compare datasets, describe differences
2. Real property within meaning of the cadastre (1.5 hours)

3. Cadastre objects: real property objects, real properties and their types (1.5 hours)

4. Identification of cadastre objects (cadastre numbers and cadastre designations) (1.5 hours)

Part-time studies:

All topics specified for full-time studies are implemented, but the number of contact hours is 1/2 of the specified number of hours

Requirements for awarding credit points

1. Successfully learned the substance of lectures, performed laboratory works and positive results of ndependentwork
2. Successful evaluation of test work
3. At least 85% attendance of classes
4. Exam in oral form:
- successful evaluation of the answers on exam questions
- successful evaluation of the answers on test work questions

Description of the organization and tasks of students’ independent work

Throughout the semester - studies of scientific and study literature (monographs, scientific articles and their collections, conferences and seminars materials, specialized scientific periodicals) specified by the lecturer and required for the acquisition of professional competence in the course „Cadastre”
Independent work (4.5 hours) - prior to each lesson.
The results of independent work should be written in hand, submitted in manual (paper) form, at least on 5 pages.
1. Description of the provisions of the Part three of „Property Law” of Civil Code
2. Description of the provisions of the Civil Code and the Cadastre Law in relation to real property
3. Description of the provisions of chapter „General Provisions” of the Cadastre Law
4. Description of the provisions of the Cadastre Law in relation to the system of identification of cadastre objects and subjects
5. Preparation for test work
6. Description of the provisions of regulations of Cabinet of Ministers in relation to types of land use, make characterisation of types of land use, showed in the Situation Plan
7. Description of the provisions of Protection Zone Law, etc., in relation to encumbrances, describe the encumbrances represented in the Plan of encumbrances and the restrictions on use of their territory.
8. Description of the provisions of regulations of Cabinet of Ministers in relation to intended use of real property, types of use of constructions and groups of premises
9. Description of the provisions of the Cadastre Law in relation to the registration of cadastre objects
10. Description of the provisions of the Cadastre Law in relation to the formation of real properties in Cadastre information system
11. Description of the provisions of the Cadastre Law in relation to the storage of cadastral documents and cadastral data
12. Description of the provisions of the Cadastre Law in relation to the registration of textual data
13. Description of the provisions of the Cadastre Law in relation to registration of spatial data
14. Description of the provisions of the Land Register Law in relation to the corroboration of property rights
15. Description of the provisions of the Law „On Immovable Property Tax” in relation to the administration of real property tax
16. Description of the provisions of the Cadastre Law in relation to the receiving and issuance of necessary cadastral information

Criteria for Evaluating Learning Outcomes

The results of studies in the10-point system are evaluated according to the following criteria:
1. Successful check mark on test work results is obtained if at least 50% of questions have been answered correctly
2. Evaluation of laboratory works depends on the volume and quality of the work carried out.
3. Evaluation of independent work depends on the volume and quality of the arguments presented in the discussion.
4. In an oral exam publicly, in the presence of all students of the course, the answers given to the examination questions in public discussion are discussed.
5. Assessment of exam depends on cumulative assessment of results of:
- examination test
- test work
- laboratory works
- independent work
- attendance of classes.
6. Successful mark is obtained if:
- according to the student's answers to exam questions, it is assessed whether they demonstrate knowledge and critical understanding of use of cadastral information, have they acquired the skills independently to obtain, collect and register cadastre information, and are able to process and evaluate the obtained results
- have been obtained positive assessment of the results of examination test, test work, laboratory works and independent work
- at least 85% of classes have been attended.
