Course abstract

The aim of the study course is to provide a theoretical and practical insight into the factors of origin of various crises, the principles of crisis classification, their development, consequences and results.
Students are introduced to the general experience of counteracting the development of various types of crises or minimizing and overcoming their negative consequences, as well as the basics, structures, development and practice of a crisis management organization.
In the laboratory works students acquires initial skills in forecasting the development and consequences of crises of various scales (including the use of spatial information), as well as in determining the possible measures to limit and localize the development of possible crises and the basics of their implementation calculations.

1. Knows the types of crises, their origins and consequences, as well as theories and practices of their prediction, management, localization and prevention. - test
2. Is able to orientate oneself in the origin and development results of crises, as well as in the forecasting of their origin and development results, in determining the possibilities of overcoming and defining security measures. - laboratory works
3. Is able to rationally assess the threats of the crisis, the possibilities and extent of their development (coverage of territories), define the initial security requirements, as well as the conditions and measures for localization or management of the crisis. - laboratory works

Full-time studies:
1. History of the crisis and its development, public and national security interests (1h)
2. Crises and disasters, their origin, types, development scenarios and results (2h)
3. Relationship between the local situation and the impact of climatic conditions on the development and results of different types of crises (1h)
4. What is meant by the term “crisis management”, its essence, content, goals, tasks and implementation procedures (1h)
5. Principles and organization of crisis management (1h)
6. Crisis management and management resources (1h)
7. Crisis management structures and principles of division of competencies, international experience (1h)
8. Latvian crisis management organization structure, division of competencies (1h)
9. Legislation and regulations for crisis management in Latvia (1h)
10. Civil protection system and its tasks (1h)
11. State threats and military crises (1h)
12. Crisis management work cycles - its phases, their essence, tasks, sequence and content of activities (1h)
13. Crisis management work cycle planning and management documents, their relation to geoinformation (1h)
14. Military crisis planning and management documents, place and significance of geoinformation; (1h)
15. Test (1h)

Laboratory works:
1. Preparation of the work map of the disaster (crisis) place of origin (object) and surroundings (digital map) (2h)
2. Identification of disaster (crisis) impact areas, representation of their boundaries and zones (2h)
3. Forecast of future crisis development and representation in a spatial document (on the map) (4h)
4. Crisis threat forecasts for the population, economic objects (4h)
5. Crisis risk evacuation plan on the map (2h)
6. Design and submission of laboratory works. (2h)

Part-time studies:
All topics specified for full-time studies are implemented, but the number of contact hours is 1/2 of the specified number of hours

Test with a mark.

Description of the organization and tasks of students’ independent work

The independent works is developed in connection with and in coordination with the schedule of laboratory works.
Tasks:
- identify in a simplified way the areas and extent of the damage caused by the disaster (crisis), display it in a spatial document;
- Carry out a simplified forecast of crisis development using the spatial impact of the terrain situation and present it in a spatial document;
- To determine the calculations of the inhabitants and materials to be evacuated from the endangered territories, to prepare their evacuation plan on the map (determining the collection points, evacuation routes, volumes of the required transport and support)

Criteria for Evaluating Learning Outcomes

1. Laboratory work must be completed, handed over and defended;
2. Passed test.
The test mark results from the evaluation of the test and the evaluation of the defence of the laboratory works.
