Course abstract
Project Procurement Management (PPM) study course provides knowledge about the process of project procurement management as a part of the project management. Students learn the principles of project procurement management, regulation, and get acquainted with specifics of public procurement planning and implementation. Students learn the theoretical framework of project procurement management in lectures. In practical seminars, students acquire skills to organize procurement processes in projects to strengthen their professional competencies and develop the ability to plan, organize and implement procurement in a project environment.
Learning outcomes and their assessment
After completing the course student will have:
Knowledge – of the theoretical steps and principles of the project procurement management process; Comprehends and understands the project procurement process components, documentation and legal framework.

Skills – to independently determine the project procurement need, to determine the tender selection criteria; Ability to analyze independently the procurement procedure and methods used in the project.
Competence – to independently draft a project procurement plan, determine the applicable procurement procedure; Ablity to collaborate and develop common conclusions and proposals on the project procurement management process within organizations.
Course Content(Calendar)
Lecture topics.
1. The concept of public procurement, its understanding and legal framework.
2. Organization of public procurement. Decentralized and centralized procurement, electronic procurement.
3. Methods of public procurement.
4. Contracting Authority and Economic Operator concepts.
5. Procurement management and process.
6. Public procurement contract.
7. Public procurement in EU projects. Further development and prospects of procurement.
Workshops:
1. Application of professional industry recommendations / guidelines in procurement, their practical significance (2 hours).
2. Importance of human resource professionalism in public procurement (1 hour).
3. Impact of public procurement regulation on competition (1 hour).
4. Competition issues in public procurement (2 hours).
5. Forms and risks of corruption in project procurement procedures (1 hour).
6. Selection of Contracting Authorities and Economic Operators, verification of eligibility of tenders and selection procedure in project procurement (2 hours).
7. Presentation of research results on project procurement management aspects in group work (2 hours). 8. Preparation of conclusions and proposals and approbation of procurement management in the project (1 hour).
Requirements for awarding credit points
Developed and defended project procurement plan, preparation of documentation (weight of 30%).
Technical specification for one project procurement has been developed and submitted (weight of 30%). Developed conclusions and proposals on project procurement management process in organizations (weight of 40%).
Description of the organization and tasks of students’ independent work
Independent work (proving theoretical literature acquisition) - developed and defended project procurement plan, preparation of documentation, technical specification - presentation.
Criteria for Evaluating Learning Outcomes
Formal test with a grade on a 10-point scale consists of a cumulative assessment of progress during the semester (100% system):
- 2 developed and defended independent works - 60%;
- test on time - 40%. Independent work is evaluated by the quality of the task fulfillment requirements set by the lecturer.
