Course abstract | |
In the general part, students acquire awareness of the legislative process in Latvia, about the possibility for society to engage in and influence it. General regulatory document base affecting business, regulatory frameworks affecting financial matters, regulatory frameworks binding on the operation of an agricultural undertaking. The special part of the study course covers issues regarding the legislative process of LV and the EU in agriculture and the procedures for drawing up regulatory documents. The possibility for agricultural associations to influence this process. Regulatory documents regulating the crop and livestock sector and food safety. Cross-compliance and support regulatory documents regulating payments. | |
Learning outcomes and their assessment | |
Students shall acquire knowledge of the general requirements of business in agricultural entrepreneurship, the process of drafting and approving regulatory documents regulating agriculture, the responsibility and capabilities of the parties involved, the provisions specified in the main regulatory documents.
Students acquire the skills to focus on the range of regulatory documents and to use them in specific situations in the production and movement of agricultural products, as well as to exploit opportunities for the development of businesses. Students shall be competent to assess the conformity of the various stages and activities of the agricultural production and production process with the regulatory documents. 1. Familiar with the procedures for setting up a company, depending on the form of business — quiz 1 2. Are familiar with the general requirements of the law in the business –Quiz 2. 3. Knowledge of cross-compliance requirements and conditions for their enforcement in agriculture - electronically performed test 4. Capable of preparing presentations and informative materials regarding the requirements specified in the regulatory documents in the field of agriculture chosen by the student - presentation at the workshop 5. 1. Business Legislative Process: Hierarchy of regulatory documents, coming into force of laws and regulations of the Cabinet of Ministers
2. Legal base governing the registration, establishment and reorganisation of enterprises. 3. Tax and fee legislation. Tax and fee system of LR, rights and obligations of taxpayers and administrations. Quiz 1: The process of registering and establishing an enterprise. 4. Financial recording and analysis regulatory documents. 5. Accounting Law. Mandatory social contributions of the State, the standards determining the procedures for the contribution thereof. 6. The regulatory framework governing labour law. Labour law. Construction legislation. 7. Regulatory base determining the marketing of goods and advertising. Protection of consumers' rights. 8. Insurance standards binding on agricultural undertakings. Quiz 2: regulatory enactments regulating general business. 9. Main regulatory documents governing the agricultural sector 10. The Law on Agriculture and Rural Development, the purpose and content of the Law. 11. Cross-compliance requirements in Latvia and the framework of regulatory documents. Test: Requirements and conditions for cross-compliance 12. Base of regulatory enactments for the crop sector. 13. Legal basis for livestock farming and breeding. 14. Quality policy. EU rules governing organic farming and EU legislation Workshop: presentation of a report on the requirements specified in the regulatory documents in the field of agriculture chosen by the student. 15. Requirements for awarding credit points | |
Final test consist of:
1. successful tests during the semester; 2. presentation of the workshop; 3. home work. All quizzes and practical jobs must be successfully completed. The missed practical work should be done according to the procedure defined at the LLU, failed tests should be repeated during the lecturer’s planned time. |

Criteria for Evaluating Learning Outcomes | |
The final assessment criteria shall be the average mark from the assessment of the general and special part of the study course. | |
