Course abstract
In the study course, students acquire skills in the development of projects financed by the financial instruments of the European Union, starting from defining project goals and tasks, creating a description of activities and financial planning and assessing project risks. The aim of the study course is to build students' understanding of the basic principles of development and evaluation of projects supported by the EU funds, as well as the institutional and legal environment.
Learning outcomes and their assessment
KNOWLEDGE
1) Knowledge about the nature of the European Union funds, their necessity - discussion in class.
2) Knowledge and understanding of the relevance of the project (problem), purpose, tasks, expected results - discussion in class.
3) Knowledge of creating a project description - description of activities, drawing up a project budget, drawing up a timetable - discussion in class, developed project application.
4) Knowledge of project risks, their types, identification and evaluation - discussion in class, developed project application.
5) Knowledge of project stages and final evaluation - discussion in class, developed project application.
6) Knowledge of the project's sustainability and impact on the surrounding environment: ecological issues and societal benefits - discussion in class.

Professional skills
1) The student is able to define the problem, goal, tasks of the project, predict the achievable results in connection with the conditions of the financial funder of the project - practical work in a group, preparing the project application.
2) The student knows how to prepare a description of activities, knows how to prepare a project budget and timetable - practical work in a group, preparing a project application.
3) The student can identify project risks, prepare risk assessment and plan anti-risk measures - practical work in a group, preparing a project application.
4) The student knows how to prepare a project publicity description, understands the need for using communication tools in practice - practical work in a group, preparing a project application; presentation on compliance with publicity requirements in the implementation of projects.

Course Content(Calendar)
In full-time face-to-face studies:
1. Project definition, types of projects. Projects financed by the EU funds, their specifics. Project development methods – 2 lectures.
2. Financial instruments of the European Union, their goals and tasks – 1 lecture, 1 practical work.
3. The European Union funds, their goals and tasks – 2 lectures, 1 practical work.
4. Institutional framework of the EU funds in Europe and Latvia. (Study excursions to the EU fund management institutions in Latvia are possible - CFLA, etc.) – 1 lecture, 2 practical works.
5. Legal aspects of projects (programmes) financed by the EU funds, their importance in the project development process, analysis of regulatory documents for the preparation of the project application - 1 lecture, 2 practical works.
6. Definition of problems and methods of analysis of problem solution alternatives - 1 lecture, 3 practical works.
7. Basic elements of the application for a project financed by the EU funds: justification of the project – relevance (problem), goal, tasks; expected results. Project description - activities, drawing up the project budget, drawing up the timetable - 2 lectures, 9 practical works.
8. Time management in projects financed by the EU funds, its specifics. Time management: personal, group and project. Time planning methods - 1 lecture, 1 practical work.
9. Project manager - his functions and role in the creation of the project. The importance and principles of building a team for projects financed by the EU funds - 1 lecture.
10. The importance of the project team during the development of the application for a project financed by the EU funds and the implementation of the project. Possible conflicts and their prevention - 1 lecture.
11. Description of team/project developers in projects financed by the EU funds – types of professional CV and basic principles of development; conclusion of contracts – 2 practical works.
12. Risks, their types, identification and evaluation in projects financed by the EU funds. Creation of a description of the risk prevention/mitigation measure - 1 lecture, 2 practical works.
13. Project procurement procedure and drawing up a plan in projects financed by the EU funds - 1 lecture.
14. Evaluation of the stages and final stages of the EU-funded projects. The significance of the sustainability of the project financed by the EU funds, the impact of the project on the surrounding environment: ecological issues and the benefits of society because of the implementation of the project - 1 lecture, 1 practical work.
15. Inspection procedure of the EU-funded projects - 1 lecture.
16. Importance of promotion (publicity) of projects financed by the EU funds, creation of visual identity - 1 lecture, 2 practical works.

In part-time correspondence studies: All topics indicated for full-time attendance are implemented, but the number of contact hours is ½ of the number of ones indicated.
Requirements for awarding credit points
During the study course: 1) the student develops a project application; 2) the student presents the project application; 3) the student presents the publicity measures of projects supported by the EU funds. At the end of the study course, the student takes an exam.
Description of the organization and tasks of students’ independent work
The student independently study the general conditions of creating projects; must independently obtain information about the creation of the project application and about the functions of the institutions administering the EU funds; you should familiarize yourself with the progress of implementation and acquisition of the EU funds, as well as approved results of projects financed by the EU funds. Student have to prepare for the exam.
Criteria for Evaluating Learning Outcomes
The student's overall final assessment in the study course consists of project application - 30%, project application presentation - 10%, presentation of publicity events - 10% and final exam - 50%.
