Course abstract
The course provides an understanding of the development of different territories, territorial policy, as well as the role of communities in improving the balanced development of territories. The course introduces students with the methods of territorial development, the territorial planning process, including the regional development strategy at the national and EU level. The specifics and problems of public involvement are understood and community financing opportunities are explored. The aim of the study course is to create an understanding of the development of various territories and the factors affecting them, including the role and influence of society in promoting the socio-economic development of territories.
Learning outcomes and their assessment
Demonstrate the knowledge of territorial development and the methods of territorial evaluation. Discussions in classes, 1st test and an examination.
Demonstrate the knowledge of territorial development experience in Latvia and other EU Member States. 1st test, an examination
Demonstrate the knowledge of opportunities for community participation in the development of the territory. 2nd test, an examination.
Ability to independently analyse and evaluate the causes and consequences of unequal territorial development. 1st test, 1st independent work, an examination.
Ability to perform calculations, analyse the results and understand the causes of disparities in the development of territories (regions and municipalities). 1st test and 2nd test, an examination.
Ability to develop proposals for the sustainable development of territories. 1st independent work, an examination.
Ability to responsibly plan the completion of the assignments given. 1st un 2nd independent work. Presentation.

Full-time studies:
1. Introduction: territorial development and public communities. (2 hours)
2. Communities, their nature and concept. (2 hours)
3. Current trends and processes of territorial development in the world. (2 hours)
4. National level strategies affecting territorial development. (2 hours)
5. Urban and rural concept. (2 hours)
6. Public involvement in promoting the sustainable development of territories. (4 hours)
7. Analysis of the socio-economic development of the territories. (2 hours)
8. Different information systems, their importance in the analysis of the territory. (4 hours)
9. Territorial development planning system in the EU and Latvia. (2 hours)
10. Public involvement in the territory development planning process. (4 hours)
11. Territorial development planning documents. (2 hours)
12. Financing opportunities for territory development projects. (2 hours)
13. Financing models of public communities. (2 hours)

Part-time extramural studies: All the topics intended for full-time studies are covered, yet the number of contact hours is ½ of the specified number of hours.

Criteria for Evaluating Learning Outcomes
1st test: Territorial development, urban and rural interaction - 20%
1st independent work and its presentation: Socio-economic analysis of the selected territory and evaluation of sustainable development opportunities - 10%
2nd independent work and its presentation: Opportunities for public participation in the development of the territory - 10%
2nd test: Territorial development evaluation and planning – 20% Exam – 40%
