Course abstract

The study course "Spatial Planning" provides the necessary knowledge about spatial planning and its meaning. Spatial planning system and its development in Latvia. Students gain knowledge about the levels of spatial planning. Components of spatial planning documents, organizational structure of their development, development sequence and methodology.

Learning outcomes and their assessment

Knows the legal aspects of spatial planning, as well as the methodology for the development of spatial planning documents; (Test 1 & 2)
Can apply the acquired theoretical knowledge in practice in the development of the graphic part of the spatial plan; (Test 2 and laboratory works)
Is able to independently acquire, select and analyze information and data and to use the acquired theoretical knowledge and practical skills by participating in the spatial planning process and the development of spatial planning documents. (Test 2 and laboratory works)

Full-time studies:
Lectures:
1. Introduction. Purpose of spatial planning, main tasks and basic principles (1h).
2. Development planning system in Latvia (2h).
3. Spatial development planning at the national and planning region level (2h).
Test 1: The aim, tasks and basic principles of spatial planning. Development planning system in Latvia. Spatial planning at national and regional level.
4. Local government sustainable development strategy and development program (2h).
5. Spatial plan of the local government, its content (2h).
6. Local planning, its content. (1h)
7. Functional zoning of the territory and types of use of the territory (2h).
8. General requirements for territorial planning and use (2h).
9. Territorial development planning information system. (2h)
Test 2: Spatial planning documents at the level of local governments, their content, development and approval procedures. Functional zoning of the territory. Requirements for planning and use of territories.
Laboratory works:
1. Receipt of the task (object), acquaintance with the municipal spatial plan. (1h)
2. Research of the current situation of the territory. Determining the distribution of the territory according to the current type of use and graphical representation (3h).
3. Identification and graphical representation of existing settlements and transport infrastructure objects (2h).
4. Determination of protection zones and graphic display (3h)
5. Determination of municipal roads, division into groups and graphical representation (3h)
6. Identification and graphical representation of territories with special conditions (2h).
7. Development of the functional zoning of the territory (representation of the planned use and restrictions on use (2h).

Part-time studies:

All topics specified for full-time studies are implemented, but the number of contact hours is 1/2 of the specified number of hours

Requirements for awarding credit points

The student receives an assessment based on the results of tests and developed and credited laboratory works.

Description of the organization and tasks of students’ independent work

Research of special literature sources on spatial planning, research of regulatory enactments on development of spatial planning.

Criteria for Evaluating Learning Outcomes

The assessment of the exam depends on the cumulative assessment of the semester:
Test 1 - 25 points,
Test 2 - 25 points,
5 points make up 1 evaluation point.
Laboratory work must also be developed and credited;
