Course abstract

The course is designed to provide students with knowledge of the institutional system for and the structure of the entrepreneurial environment, the functions of the national and local governments in relation to entrepreneurship, the legal framework for the economic mechanism and instruments and the mechanism of governmental supervision and control of entrepreneurship. The course deals with differences in establishment of enterprises of various legal forms, basic preconditions for organization of economic activities for various enterprises of the national economy and the legal framework for termination of economic activity. Students build up an understanding of the kinds of business operations necessary for performing economic activities, the legislative process and its stages as well as skills in drafting legal acts. Students also build up an understanding of businesspersons and entrepreneurs’ administrative and criminal liability. Upon completing the course, students are able to independently acquire, select and analyse information and use it for starting up and developing a business.

1. Demonstrate the knowledge and understanding of the institutional system for the entrepreneurial environment and the activities and responsibilities of supervisory institutions in Latvia - Test
2. Demonstrate the knowledge and understanding of the process and principles of lawmaking, the classification of legal documents and the entry of legal documents into force – Test
3. Demonstrate a specific knowledge of registering and starting up a business – Test
4. Demonstrate the knowledge and understanding of the functions of the government in relation to entrepreneurship - Test, independent work
5. Explain various legal terms, comprehend the hierarchy of legal documents in the field researched - Test, practical assignments
6. Explain and reasonably discuss institutions supervising the market and their areas of responsibility - Discussions in classes
7. Reasonably explain and discuss the legal framework for entrepreneurship - Independent work
8. Draw reasoned and justified conclusions on the institutional environment for entrepreneurship - Independent work and practical assignments

Course Content(Calendar)

1. Sources of law and legal provisions. (lecture - 1 hour, practical – 1 hour)
2. Business policy and the legislative process. (lecture - 1 hour, practical – 2 hours)
3. Hierarchy of regulatory documents in economic sectors. (lecture 2 hours, practical – 2 hours)
4. Economic activity, business and commercial activities. (lecture – 1 hour, practical - 2 hours)
5. Commercial transactions and corresponding contracts. (lecture – 1 hour)
6. Basis or Legal framework of commercial activity. (lecture – 1 hour)
I TEST: Entrepreneurial legislation (practical - 1 hour)

7. Institutional environment of entrepreneurship. (lecture- 1 hour, practical – 1 hour)
8. Description of institutional environment. (lecture - 1 hour)
9. The main objective of market surveillance. (lecture - 1 hour)
10. Consumer protection system in Latvia and Europe (lecture - 1 hour)
11. Administrative Procedure and Criminal Procedure. (lecture – 1 hour, practical – 2 hours)

II TEST: Institutional environment of entrepreneurship (practical - 1 hour)

Requirements for awarding credit points

Test. The Test consist of:
- 25% practical assignment with presentation about sources of law, legal provisions and the hierarchy of legal documents for industries
- 35% independents and practical assignment with presentation about institutional environment and legal framework for enterprise X or industry X
- 20% test in the Moodle system about entrepreneurial legislation.
- 20% test in the Moodle system about the institutional environment for entrepreneurship

10% are equal to one point on a 10-point marking scale.
A mark of at least 4 has to be acquired in the practical works, seminar, test must be credited positive.

Description of the organization and tasks of students’ independent work

Internet materials studies on regulatory enactments regulating the economic sector.
Preparing and presenting independent and practical assignments.

Preparing for a test.

Criteria for Evaluating Learning Outcomes

Test mark is as accumulating mark of all course marks.
