Course abstract

Students acquire knowledge of the institutional environment for entrepreneurship in Latvia, key market supervision institutions and institutions for the registration of economic operators as well as the legal framework for the functioning of the institutions and their priorities. After completing the course, students are able to independently acquire, select and analyse information and to use it to start up a business. Students gain skills to use the database of the Patents Library.

Learning outcomes and their assessment

1. Demonstrate the knowledge and understanding of the institutional environment for entrepreneurship in Latvia, key market supervisory institutions and institutions for the registration of economic operators, the relevant legal framework and the responsibilities of the institutions - Examination, a seminar, practical assignments
2. Demonstrate a specific knowledge of how to register and start up a business - Examination, practical assignments
3. Comprehend the scope of competence of market supervisory institutions and its relation to the elements of the institutional environment for entrepreneurship - Examination, practical assignments
4. Reasonably explain and discuss the scope of competence of market supervisory institutions - Examination, practical assignments
5. Work with the database of the Patents Library, register a business with the Register of Enterprises and the State Revenue Service of the Republic of Latvia - Practical assignments
6. Reasonably explain and discuss the legal framework for entrepreneurship - Discussion in classes
7. Reasonably draw and substantiate conclusions on the institutional environment for entrepreneurship - Practical assignments

1. Introduction. Business institutional environment. (Lectur - 1 hour, practical – 1 hour)
2. State Administration Structure, monitoring and control system. (Lectur - 1 hour, practical – 2 hours)
3. The main objective of market surveillance. Autonomous functions of the municipality in the context of market surveillance. (Lectur - 1 hour, practical – 1 hour)
A Seminar - Supreme national supervisory institutions and the subordinate institutions (practical - 3 hours)
4. The Enterprise Register (Lectur - 1 hour, practical – 3 hours)
5. The supervising authorities for taxation and customs policy. (Lectur - 1 hour, practical – 1 hour)
6. Monitoring the provision and protection of employment legal relationships. (Lectur - 1 hour)
7. Consumer protection system in Latvia and Europe. (Lectur - 1 hour, practical – 1 hour)
8. Institutional environment of the health sector in Latvia (Lectur - 1 hour)
9. Competition restrictive and incentive requirements. (Lectur - 1 hour)
10. Authorities supervising nature protection. (Lectur - 1 hour)

Exam – all themas about (in session)

Requirements for awarding credit points

Exam. The Mark consist of:
• 50% exam in the Moodle system about all themas
• 20% a seminar – Supreme national supervisory institutions and the subordinate institutions
• 25% practical assignment of Practical planning activities according to the list (foundation documents, the institutional environment model etc.)
• 5 % registered attendance.

10% are equal to one point on a 10-point marking scale.
A mark of at least 4 has to be acquired in the practical works, seminar, test must be credited positive.

Description of the organization and tasks of students’ independent work

Internet materials studies on regulatory enactments regulating the economic sector.
Preparing and presenting the practical assignments.
Preparing for a seminar and exam.

Criteria for Evaluating Learning Outcomes

Exam mark is as accumulating mark of all course marks.
