Master students in the study course acquire the importance of system approach in developing development programs and in sustainable planning, theoretically and practically acquire the types of different development programs on the specifics of development: territorial development programs, organization development programs and developmental planning related to social and economic spheres of the society and monitoring conditions for the implementation of development programs.
The aim of the study course: to provide master students with the necessary theoretical knowledge and practical skills in the analysis of development programs.
Knowledge –in-depthand expanded knowledge on systemapproach and sustainability in development planning, knowledge on the content, types and egulator base of development programmes, knowledge of planning methods and theoretical approaches. (Independent works, presentations, tests)
Professional Skills –ability to understand how a mechanism of the development planning system functions; they have ability to carry out an analysis of development programmes in the context of system theory, sustainability and different planning approaches. (Independent works, discussions, situation analyzes).
Soft skills - is able to plan his / her time in the tasks, is able to work in group work and discuss (Independent and group work, discussions, situation analysis classes)
Competences –Ability to critically analyse development programmes in the context of particular research interests; ability to assess and integrate acquired knowledge and skills on development programmes in the research of organisations and societal processes. (Independent works, presentations, tests.).

2. Sustainable policies and sustainable action.(1h)
3. Types and content of the development programs, realization of development programs.(2h)
4. Methods of development programs.(1h)
5. Strategy building theories. (2h)
6. Public participation and conditions coordinating the development of programs in Latvia.(1h)
Topics of practical work and seminārs:
1. Territory as a complex system. (4 h)
2. Organizational development programs. (4h)
3. Economic sectord evelopment programs. (3h)
4. Development programs for various spheresofpubliclife.(3h)
5. Test. (2h)
Independent work on the analysis of the territories, organizations and development programs of the national economy sectors should be presented at the planned time of the classes.
Study process in part-time distance learning is organised in accordance with the Order of the Vice-Rector of Studies No. 2.4.-5/59 On distance learning procedures at LBTU. Study courses are scheduled for each semester according to the study plan. The students learn the topics included in the study course independently, using the materials created and placed by the lecturer in the e-studies (Moodle). Feedback on the learning of lecture and seminar topics in distance learning is organised in the form of self-assessment tests, discussion forums and independent work, as well as in face-to-face or online consultations, lectures and final examinations according to the timetable.
Independent work on the analysis of the territories, organizations and development programs of the national economy sectors should be presented at the planned time of the classes.
The master students pass the test if at least 50% of the questions are answered correctly.
Independent works is evaluated according to the quality requirements of the fulfillment of the tasks.

During the study course, master students acquire the importance of system approach in elaboration of development programmes and in sustainable planning, learn the types of various development programmes on the specifics of development conditions for the monitoring implementation. All topics are supplemented with an analysis of practical territorial development programmes, organization development programmes and development plans, and development programmes related to social and economic spheres of society.
