Course abstract

The course familiarizes students with the basic concepts of administrative law. The course examines the institutional system of state administration and the principles of state administration, forms of activity, as well as the types of control of state administration activities. The course gives an introduction to administrative procedural law and covers issues pertaining to administrative procedure in general and the stages of administrative proceedings in an institution. The course also deals with key provisions of administrative liability and administrative violations in an institution.

Learning outcomes and their assessment

Students will be able to:
1. Demonstrate the knowledge of the institutional system and forms of state administration. Test.
2. Identify administrative documents, actions and contracts governed by public law. Test. Practicals.
3. Demonstrate the understanding of delegation of tasks of state administration. Test.
4. Demonstrate the knowledge of the substance of administrative procedure and the stages of administrative proceedings in an institution. Test.
5. Demonstrate the understanding of the corpus delicti of an administrative violation and administrative liability consequences. Test.

6. Analyse the consistency of real circumstances with the corpus delicti of an administrative violation and make a legal decision. Practicals.

Requirements for awarding credit points

At least 80% of the classes have to be attended. Students have to submit all the independent assignments and take all the tests. All the tests and assignments have to have a pass mark.

Criteria for Evaluating Learning Outcomes

Students’ knowledge is evaluated by means of multiple-choice tests giving a mark. The final mark represents the average mark for the tests.
