Course abstract

The course aims to provide theoretical knowledge of law and the legal system as a whole, general civil law and labour law, administrative proceedings in an institution and the forms of public administration stipulated in public law, as well as practical skills in law enforcement.
The course provides theoretical knowledge of the origin, substance and elements of the legal system, legal entities, general civil law: family and inheritance law, property and obligations law, as well as labour law, the forms of public administration stipulated in public law and administrative proceedings in an institution. Students acquire practical skills to apply the theoretical knowledge in their professional activity.

Learning outcomes and their assessment

Students will be able to demonstrate:
KNOWLEDGE of
1. The forms of public administration stipulated in public law and administrative proceedings in an institution. Test.
2. Family and inheritance law. Test.
3. The establishment and termination of employment relationships, the rights, duties and responsibilities of employees and employers, setting working hours, pay and working procedures for employees, the resolution of labour disputes. Test.
SKILLS
1. Independently analyse the forms of public administration stipulated in public law and administrative proceedings in an institution. Homework - solving the assignments given.
2. Independently find a solution to a legal problem by applying relevant family and inheritance laws. Homework - solving the assignments given.
3. Apply the acquired knowledge to independently analyse employment relationships. Homework - solving the assignments given.
COMPETENCES to
1. Independently analyse the circumstances based on facts and identify the applicable law by applying the theoretical knowledge acquired. Homework - solving the assignments given, tests.
2. Independently deal with the legal system and practically apply legal acts in the respective field of law: general civil law, labour law. Practical assignments.

Full-time studies:
1. Legal system (lecture – 2 h).
2. Basics of administrative law (lectures – 3 h, practicals – 2 h).
3. Test 1. Administrative law (practicals – 1 h).
4. Concept and role of civil law in the legal system (lecture -1 h).
5. Family law (lectures – 2 h, practical – 2 h).
6. Inheritance law (lecture – 2 h, practical – 1 h).
7. Test 2. Family and inheritance law (practicals – 1 h).
8. Property law (lecture – 2 h).
9. Obligations law (lectures – 2 h, practicals -1 h).
10.Labour law (lectures – 2 h, practical – 2 h).
11.Working and rest hours (lecture – 2 h).
12.Employee pay (lecture – 1 h).
13.Working procedures (lecture – 1 h).
14.Labour disputes (lecture – 1 h).
15.Test 3. Labour law (practical – 1 h).

List of seminar topics
1. Forms of public administration stipulated in public law: an administrative act and actual action.
2. Property and personal non-property relations of spouses.
3. Basics of inheritance.
4. Termination of employment relationships: Termination by the employee. Termination by the employer.

All topics specified for full-time studies are covered, but the number of contact hours is reduced to half of the number specified for full-time studies.

Requirements for awarding credit points

Test with a mark. All the tests and homework specified in the course must be completed and passed.
The learning process in part-time distance learning is organised in accordance with Order of the Vice-Rector for Studies No. 2.4.-5/59 On Distance Learning Procedures at LBTU. The courses are scheduled for each semester according to the study plan. The students learn the topics included in the course independently, using the materials created and placed by the lecturer in the e-studies (Moodle). Feedback on the learning of lecture and seminar topics in distance learning is organised in the form of self-assessment tests, discussion forums and independent work, as well as in face-to-face or online consultations, lectures and final examinations according to the timetable.

Description of the organization and tasks of students’ independent work

1. Homework. Solving the assignments given on the forms of public administration stipulated in public law. Submitted electronically at the time specified by the teaching personnel member.
2. Homework. Solving the assignments given on the property relations of spouses. Submitted electronically at the time specified by the teaching personnel member.
3. Homework. Solving the assignments given on the types of inheritance. Submitted electronically at the time specified by the teaching personnel member.
4. Homework. Solving the assignments given on the termination of an employment relationship - the employer's notice of termination. Submitted electronically at the time specified by the teaching personnel member.

Criteria for Evaluating Learning Outcomes

The final assessment is cumulative and involves a test with a mark. The student must complete 3 tests (60%) and homework (40%). The student is awarded a passing mark for the test if at least 50% of the test questions are answered correctly.
A practical assignment of homework is evaluated according to the assessemnt procedure specified for homework.
