Course abstract

Students learn the development of land (agrarian) relations and changes in land use from a historical point of view, get acquainted with the historical conditions, tasks, implementation of land reforms and their impact on the rational and sustainable use of land. Upon completion of the course, the role and tasks of land surveying and land management in the historical perspective are evaluated.

Learning outcomes and their assessment

• Knows and understands agricultural reorganizations and land use in a historical way and their connection with land surveying and land use planning. Knowledge is evaluated in a seminar.
• Is able to independently evaluate the ongoing and expected agrarian reorganizations. Skills should be evaluated in a seminar.

• Can express himself / herself competently in historical aspects of land relations, land use planning and land surveying. Competences are assessed in a seminar.

Course Content(Calendar)

Full time studies:
1. History of land use (14 h)
1.1. Concepts of land (agrarian) relations and land management. State agrarian system and land reforms -1 h.
1.2. The beginnings and development of land use and land surveying - 2 h.
1.3. Land use and land relations in the territory of Latvia until the 20th century -1 h.
1.4. The formation of the Latvian state and the significance of the land issue -1 h.
1.5. Latvia's agrarian reform of the 20s and 30s. Land management works within it - 2 h.
1.6. Soviet agrarian reforms in Latvia - 2 h.
1.7. Land relations and agrarian reorganization during the Soviet era. Land management tasks -1 h.
1.8. Land reform after the restoration of Latvia's independence, essence, procedure and results - 4 h.
2. History of surveying and geodesy (14 h)
2.1. Astronomical notions in historical sources - 2 h.
2.2. Determination of coordinates and time (16th-17th centuries) - 2 h.
2.3. Land size determination, beginnings of triangulation - 2 h.
2.4. Development of cartography in Europe (16th-17th centuries) - 2 h.
2.5. F.G.V. Strūves, K.F.Gausa, M.G.Paukera, K.Tenner's activity in geodesy - 2 h.
2.6. Geodetic and surveying education in the Baltics - 2 h.
2.7. Geodetic activity in the city of Riga (19th century) - 1 h.
2.8. Geodetic and surveying activities in Latvia (20th century) -1 h.
3. Seminar (student presentations) - 4 h.

Part-time studies:

All topics specified for full-time studies are implemented, but the number of contact hours is 1/2 of the specified number of hours

Requirements for awarding credit points

Test with a mark.
The student must attend at least 85% of classes; independently prepare and make a presentation on the chosen topic at the seminar; all the above requirements are assessed in the qualitative assessment of the test.

Description of the organization and tasks of students’ independent work

1) Literature studies and preparation for seminars.

2) The student conducts in-depth research of a historical stage or issue of land use or land surveying (from the topics offered by the lecturers), preparing a review in the form of a publication (up to 3 pages in accordance with the department's design instructions) and presenting it in a seminar.

Criteria for Evaluating Learning Outcomes

1) Tests with a mark of qualitative assessment shall consist of:
• assessment of the survey;
• evaluation of the student's presentation.

2) Attendance of classes is crucial in the assessment of the test. In order to decide on a higher grade, it is necessary to attend at least 85% of classes.
