Course abstract

Graduate students will develop in-depth understanding about agriculture and rural development policy within EU and its implementation in Latvia. EU Common Agricultural Policy (CAP) is developing and several reforms are taking place, therefore it is crucial to understand the results of the reform implementation, support system’s theoretical and practical aspects in Latvia. Graduate students will acquire practical skills in preparation of support applications and projects to develop entrepreneurship in rural areas.

Learning outcomes and their assessment

Graduates acquire a thorough knowledge and understanding of agricultural and rural development policy in the EU and its implementation in Latvia, its financial instruments - the EU support and state subsidies, its uses of multiple conditions and regulatory frameworks, investment support measures for rural development. Master level graduate students are able to practically use the knowledge gained to apply in their businesses and farms to prepare applications and projects for national and the EU support measures. They are able to navigate and understand the conditions for support, decision-making process for project approval, project implementation, payment receipt and monitoring conditions. As a result, graduate students’ are competent to independently plan, forecast and organize, company’s financial flow to attract state and EU support in the most beneficial way, using the latest legislative provisions to independently prepare the documents necessary to access funding support.
